Brien Desilets is the Founder and Managing Director of CLARET.  For nearly 20 years, he has advised clients in the public and private sectors on infrastructure management and finance, economic development and related topics.  At the Investor Responsibility Research Center in the 1990s, he helped developed the first questionnaire on environmental performance for service companies and focused his research on the incorporation of environmental criteria into investment decisions by financial institutions.  At Development Bank Associates, Brien advised leading engineering firms on World Bank policies and procurement.  He also delivered training on World Bank opportunities to American Councils for International Education (ACTR/ACCELS) in Moscow.

 At the Urban Institute, Brien co-authored a World Bank publication on Intergovernmental Fiscal Relations in Eastern Europe and a Management Handbook for Local Governments in Armenia.  He also helped prepare the Environmentally and Socially Sustainable Development (ESSD) components of World Bank Urban Heating and Municipal Development Projects in Armenia and participated in a Regional Economic Development Program for Kharkov Oblast in Ukraine.

 As an Independent Consultant, Brien prepared an assessment of a National Acquisition Fund for affordable housing for the Fannie Mae Foundation.  He rated S&P 500 companies’ environmental performance for Calvert Group.  And, he returned to Eastern Europe as a consultant on USAID local government projects.

 At Radian Guaranty, Brien provided early stage (2006) analysis of subprime mortgage defaults and advised on credit enhancement for the E18 Grimstad-Kristiansand pilot PPP transaction in Norway, including an assessment of the country’s Sovereign Wealth Fund.  As a follow up to his work with Radian, Brien provided an early (2007) analysis of the Subprime Crisis for hedge fund investor Elliott Management Corporation.

 Brien launched Claret Consulting in 2007.  He led the firm’s work with IP3 on P3 projects in Ukraine and Jordan as well as its P3 training operation.  For several years, Brien also managed the firm’s work for the US Department of Labor on Child Labor and Human Trafficking research.

 In 2010 and 2011, Brien was a Sr Managing Consultant with Public Financial Management (PFM), the leading independent financial advisor to US state and local governments.  In this role, Brien advised dozens of public sector clients on the development of P3 programs and specific projects and advised PFM on growing its own P3 practice.

 Brien resumed leadership of CLARET in 2012 and has since grown it into a formidable international consulting and financial advisory firm. He has led engagements with the Alaska Industrial Development and Export Authority (AIDEA), US Federal Highway Administration (FHWA), World Bank and European Bank for Reconstruction and Development.  Brien developed Claret’s P3 training program which has served an impressive array of public and private sector clients, including Régie Autonome des Transports Parisiens (RATP, the Paris Metro), VINCI Concessions, SNC Lavalin, Zurich NA, Kenya Railways Corporation, LA Metro, FHWA and many others. He has also served as Principal Investigator and/or lead author for all of Claret’s publications.  He currently serves as Chairman of the Silk Road Working Group.

 Brien holds a BA in International Affairs with a Group Option in International Economics from the Elliott School of International Affairs at The George Washington University and an MSc in Economics from the University of Barcelona in Spain.  He is based in Tysons Corner, VA, and is constantly traveling to serve clients on-site from Anchorage to Almaty and everywhere in between.
